How can a student come up with satirical ideas on how to solve overpopulation issues in Ireland, similar to that of Swift's "A Modest Proposal"?

I am going to assume that the overpopulation issue is the exact same one that Swift was writing about.  That means I am going to assume the same time frame.  It also sounds like imagination is the limit.  


Swift's idea was to feed the poor children to the rich.  The poor would benefit because they could sell their children to make money.  The population numbers would be helped, because there are fewer people, and...

Swift's idea was to feed the poor children to the rich.  The poor would benefit because they could sell their children to make money.  The population numbers would be helped, because there are fewer people, and starvation would end because the rich are getting food and there are fewer poor people to feed.  


One of my ideas is child slavery.  Sell the children as slaves to the rich.  The poor would make money by providing a product.  The poor people would no longer have to feed many hungry children.  The rich would get free labor for the lifetime of that child.  Of course the rich are forced to feed their new labor force, so maybe selling children or people to be slaves in America would work better.  


One of the things that was present in Swift's time was a powerful English army and navy.  Another solution to help reduce population numbers, reduce starving, and make economic strides would be to sell the hurt, sick, and old to the French military.  The military could then use those people for target practice, which would increase the French threat against the British.  Perhaps if Britain was more occupied with France, it would be less occupied with ruling over Ireland.
