This statement is false. In order to neutralize a basic solution you would need to add a solution with a pH lower than 7. 


The pH scale describes the hydrogen ion concentration, abbreviated [H+], of a solution. A solution that is neutral has a pH of 7. It has equal concentrations of H+ and OH- (hydroxide ion). A basic solution has a pH greater than 7 and it contains more OH- ions than H+ ions....

The amount needed to neutralize the solution would depend on the volume and concentration of the basic solution and the concentration of the acidic solution.
